Best time to visit Italy? Hmm, depends where you're visiting. Venice is great during carnival period (February), but expensive... and bitterly cold. Northern Italy is great during the skiing season, generally from December to March. I loved it in Madonna di Campiglio some years ago.
If you go in summer, it is low season if you visit Rome in July and August (and probably other main cities). This is probably because tourists flock to the coastal areas during these months...

I have visited Italy many times, and I definitely feel the best time to be there is around 1:00. It's lunch time.

In Italy tipping is not customary anywhere. So you really dont have to tip them anything. Keep this in mind I have taken lots of taxi's in Italy once they see you are foreign they bump the price up. Make sure you get the price before you get in the car! If you feel like tipping 5 euro is considered a good tip.
